It hasn&#8217;t.
I called the bank, who have admitted a &#8220;processing fault&#8221;. So I just emailed them this:

<p>I have just been speaking to one of your customer service representatives regarding uncleared funds in my account.</p>
<p>Your representative has admitted that a cheque of the amount of $**.**, deposited on 09/09/09 has not cleared and that the fault lies entirely with the bank.</p>
<p>Because of this failure, a fee of $200 has been imposed, payable by you into my account immediately.</p>
<p>If the funds have not cleared by midday today, another $200 fee will be imposed.</p>
<p>Please pay the original amount as soon as possible to avoid any further fees.</p>
